Non-upgradeable buildings are buildings that you can not upgrade, because they're just unlocked once (like the Statue of Glory) and have only 1 level, or because they're just a symbol (like the Tent), or (like the Granny's Shop and Dungeon) they have a function that does not require different levels. Or they are (like the Ancient Ruins) not meant to do anything with, except for getting them away.
