General Assessment
The Frost Tower is splash-damage building that spurts streams of ice onto troops right in front of it. Its main purpose is not to deal damage, but to slow troops down.
While some might assume it to be a very weak defense due to its low damage, the Frost Tower can be quite effective when coupled with a few Bomb Towers. Place the Frost Tower over to the side or in the middle of a winding track then place two or three bomb towers in an adjacent semi-circle. It will be very unlikely that the hero will be able to pick up all three or two bombs simultaneously while being slowed down by the Frost Tower. This can result in massive damage to large groups of melee troops, or even completely wipe them out.
Strengths
Freezing: Thanks to its damage type, the Frost Tower can slow down attacking units and the hero. The freezing effect stays with affected units for a few seconds, regardless of whether the tower still stands.
Cheap: A Frost Tower is cheap and can be built quickly, at least for low levels. However, one must notice that the newly released higher levels (>12) are expensive. Starting from level 1, the level 17 Frost Tower takes almost 2 months to build.
Damage: The damage dealt by a Frost Tower used to be negligible till Dec 2016, even for the highest levels. However, the flaregames wanted to provide high rank players with a reason to use it. The new levels introduced have improved the damage as well as the range of Frost tower significantly. Maximum level frost towers can be a real asset and may kill the hero quickly if he/she comes in contact with it.
Melee fighters: Due to its low range the Frost Tower usually only affects knights, paladins, and the hero. For those, however, it can be a major nuisance. While the hero can move on or may be able to quickly destroy the tower, other units often take much longer since their attacks are slowed down. This makes Frost Towers especially effective against knights, which can be hardly left to deal with the tower on their own.
Weaknesses
Ranged units: Ranged units hardly ever come close enough for a Frost Tower to attack them. The only exception is the mortar, which would ignore the tower. Contrary to the game's description, Frost Towers are useless against pyromancers and cannons.
Fragile: The health of frost tower improves significantly at the high levels, and it proves useful. However, low level Frost Tower is fragile, and susceptible to getting quickly demolished by Firestorm, pyromancers and cannons.
Levels
